The Local Government and Public Involvement in Health Bill

The Local Government and Public Involvement in Health Bill is available at (http://www.publications.parliament.uk/pa/cm/200607/cmbills/016/2007016.pdf). It is making its way through Parliament. It is currently with the House of Commons and has not yet gone to the House of Lords.

Part 9, Ethical Standards, Chapter 1, Conduct of Local Authority Members is contained in sections 131 to 148, and Chapter 2, Employees is contained in sections 149 to 150. Commencement id covered in section 175 and there is Schedule 15 Part 12 relating to repeals in respect of Ethical Standards. Much of this part is amending provision of previous legislation. When the Bill is enacted it will be useful for an updated comprehensive version of the applicable legislation to be produced and made available for the use of Standards Committees and others.

If the Bill passes into legislation as drafted, it is probable that the Terms of Reference of Standards Committees may need to be changed. They may need to develop new or revised procedures, and provide additional training.

Other Parts of the Bill deal inter alia with Structural and Boundary Changes, Elections, Executive arrangements, Parishes, Local Area Agreements, Overview and Scrutiny Committees, Best Value, Audit Commission, and Valuation Tribunal.

Constitution Study

At the committee meeting of the directors on held on the 29th November Terms of Reference for a  study of the options for a possible revision of the Constitution were agreed.
